In enacting the Micro Finance policy, Regulatory and Supervisory Framework for Nigeria in 2005, two major Targets identified by the Central Bank of Nigeria were of profound interest to me. These were;
- To cover the majority of the poor but economically active population by 2020 thereby creating millions of jobs and reducing poverty.
- To increase the share micro credit as a percentage of total credits to the economy from 0.9 percent in 2005 to at least 20 percent in 2020, and a share of micro credit as a percentage of GDP from 0.2 percent in 2005 to at least 5% in 2020.
Five years down the road, the story of the microfinance sub-sector is being told with disillusionment by all parties: the regulators, the operators and the poor themselves. At the height of the euphoria of banishing poverty in Nigeria, about 1500 microfinance banks were licensed in addition to other NGO credit institutions.
Then, the bubble burst!
I maintain that Nigeria’s number one problem is poverty, literally and figuratively; poverty of resource allocation, poverty of ideas and, of leadership. Unfortunately, the leadership commodity has been in short supply partly because of poverty in the leadership emergence process.
For us at PCD, 2010 was challenging but each challenge created new lessons and experiences. We were also able to confirm that good judgment comes from experience; experience comes from bad judgment.
Our focus for now must remain sharpening our skills in creating demand-driven products and the improvement of operational efficiency.
As we grow as an institution, we shall seek to co-operations and partnerships that translate into, not only enhancement of our funding mix, but also creating opportunities for offshore training for our managers. That is one way of ensuring global competitiveness.
Micro finance remains a key tool in the fight against poverty the world over, but we need people (Staff, Management and Board) with the passion to make it happen.
